1. Purpose of the Programme:
The community loan system is designed to:
- Unlock local enterprise potential among members.
- Reduce dependency on predatory lending and shylocks.
- Build a culture of trust, productivity, and mutual responsibility within the Association.
Each loan issued represents a collective belief that members can rise together through shared discipline and accountability.
2. Eligibility:
To qualify for a community loan, a member must:
- Be duly registered and confirmed as a bona fide member of EmPAWAKENYA.
- Have an active savings record of at least six consecutive months.
- Be in good standing with no pending disciplinary or repayment issues.
- Provide two guarantors who are also active members of the Association.
3. Loan Terms:
Loans are interest-free and intended purely as welfare and empowerment facilities — not for profit or commercial gain.
- A 5% administrative charge may apply to cover processing and insurance costs.
- Repayment periods range from 3 to 12 months, depending on purpose and amount.
- Loans are fully repayable; default automatically triggers the Association’s common recovery measures, which may include offsetting against savings, guarantor recovery, or civil enforcement in accordance with the law.
- Members may re-apply only after full repayment and satisfactory performance review.
